Mary Lou Foltz

A Celebration of Life service for Mary Lou Foltz, age 99, of Billings, will be 10:00 am Saturday, August 8, 2026, at the Antelope Valley Church, Billings with Rev. Greg Thralls officiating. Cremation arrangements are under the direction of Ladusau-Evans Funeral Home and Crematory.

Mary Lou Liebrand was born at home in Helena, Oklahoma, to John St. Claire and Edith Stein Liebrand on February 4,1927 and passed away on July 30, 2026, at her home in Billings, Oklahoma. She was the third of five children. She attended school at Helena, graduating as valedictorian of her class in 1945. She attended Phillips University in Enid until 1948 when she was united in marriage to Delbert Foltz. While living in Enid they established a home, first in Enid and then in rural North Enid where they built a home. She was active in PTA at North Enid School and became the first female to be elected to a board of education in Garfield County. When the three children, Suzy, Betsy and David, were all in school she returned to Phillips University earning her bachelor's degree in 1962 and a master's degree in 1968.

She began a teaching career in 1965, working at Carrier for three years and North Enid for one. Moving with the family to Noble County in 1969, she accepted a teaching assignment in Billings in fifth grade and elementary principal in 1991. Mary Lou enjoyed helping her husband coach little league baseball, spectator sports, reading, hunting, fishing, writing poetry and stories, and painting. She was generous with her talents, often giving watercolors to organizations to use for fundraising or to individuals as gifts. Her creative abilities came in handy for designing floats or decorating for graduations, banquets or programs. Mary Lou was passionate about history and lent her support to preservation. She was a member of the Billings Historical Society, the Cherokee Strip Museum, the Helena Historical Society, the Sons and Daughters of the Cherokee Strip, The Oklahoma Historical Society, and the Western Heritage Center. She was at different times a member and president of the Billings Teachers Association and Noble County Teachers Association and was honored to be named Teacher of the Year and to be the recipient twice of the school annual yearbook dedication. She and Delbert were named Billings' Citizen of the Year in 2009. Mary Lou began hunting with Delbert about 1957 after he presented her with a shotgun. They enjoyed hunting quail with their shorthairs, but she fell in love with turkey hunting after moving to Noble County. In 1982 they began traveling all over Canada and the United States to attend annual North American Wildlife Enforcement Officers Association meetings, making friends on both sides of the border. Also, after their retirement, the couple enjoyed following their grandchildren's activities in sports and showing livestock. She will be remembered for the way she and Delbert opened their home for cookouts, class parties, and friends. She provided love and support for her children, grandchildren, and great-grandchildren.

Mary is survived by her husband Delbert, children Suzy and David Himes, Betsy and John Heasley, and David Foltz, 7 grandchildren and 21 great grandchildren, a great-great grandchildren and several other family members.

She was preceded in death by her parents, three sisters, one brother, granddaughter Jennifer Brown and grandson Harlyn Heasley.

Memorials may be made to Antelope Valley Church or Billings Historical Society with Ladusau-Evans Funeral Home and Crematory serving as custodians of the funds.
